JPL 2023 RULES & REGULATIONS - SENIORS - VI
1. Three Matches will be played in a day starting from 8.30 AM, 11.30 AM, 2.30 PM. It is the captain's responsibility to take care of their players and bring all his players before 30 minutes of play.
2. Only 3 fielders are allowed to stay outside 30 yards circle during the power play overs.
3. In 15 Overs format, Power play overs will be played during 1-2 overs of each innings and other power play of 2 overs is batting team's choice before 13th Over. In case batting team fails to take powerplay before 13th over, 13th & 14th over will be mandatory batting power play.
4. In 20 Overs format, Power play overs will be played during 1-4 overs of each innings and other power play of 2 overs is batting team's choice before 18th Over. In case batting team fails to take powerplay before 18th over, 18th & 19th over will be mandatory batting power play.
5. Every player and team has to obey the umpire's decision. If any player found discussing or arguing with the umpire then they shall be penalized by the decision of referee and umpire.
6. The League matches are 15-over matches and Semi-finals, Finals are 20 - over matches. Each player is allowed to bowl max of 3 overs in an innings during the league matches and 4 overs during the semi-finals and Finals.
7. The batting side will be allowed with 3 different players as By-runners in an inning. The New Batsmen can bring By-Runner along with him & can continue till last ball of the 14th Over, whereas Existing Batsmen can opt for BY-RUNNER only after Completing of the Over. Both the Batsmen in the crease cannot opt BY-RUNNER together, Only One will be allowed. 1st & last over No BY-RUNNER allowed.
8. The bowling team should not exceed 90 minutes of an inning to bowl their 15 overs. In case if the team exceeds 90 minutes duration, then in the last over of the inning, they can only field with four players outside the 30yards circle.
9. The captain is advised to prepare their playing XI list and present it to the referee before the toss.
10. If a bowler bowls a no ball, be it a leg no ball or full toss no ball, field no ball, 2 pitch noball, the batting team will be awarded with a free hit. Only case to get the bats men out in the free hit is either by stumping, run out & hit the ball twice, abstracting the field and handle the ball.
11. If a match is intrupted by the rain no matches will be conducted on alternative days. If any circumstances the ground is not available on that date, the committee will try to conduct matches at other Venues (if available). If the venues are not available all the matches of that date are cancelled and both teams will be given two points each. All the teams have to obey the decission if the committee.
12. The committee decision is always neutral. Few of the players who are in JPL committee are also in playing team so in account of making neutral decision and not favoring any team it has been decided that players who in committee during their matches their decision will not be taken into consideration and it is also requested that in case of any issue they have to approach their captain and demand their captain to seek the favor from the committee who are not playing this JPL.
13. Each & every player has to attend the opening ceremony celebrations of JPL. Also they have to come in their uniforms. It is the duty of the team captain to bring their team during the opening celebrations. If the team captain fails to bring their players in the opening celebrations then strict action will be taken on their team by the committee.
14. The team players have to come in proper uniform during the Celebrations.
15. Winning team will be rewarded with 4 points. In case of draw both the teams will be awarded with 2 points each.
16. If the match is tied, the match will go through super over where each team will be given one over to play. The team which scores maximum will be the winners. Please also note that in case if the match in super over is also tied then the team who has hit maximum sixes in 15-over innings & super over innings will be the ultimate winners. Also in case if both the teams have scored equal number of sixes then maximum number of fours will be count. In case if the number of fours is also same then each team will be rewarded with 2 points each.
17. Man of the match is based on following points.
a. Each run is count as 1 point.
b. Each wicket is count as 10 points.
c. Each catch is count as 5 points.
18. No player should be found discussing or arguing with the umpire. It is the responsibility of team's captain to maintain strict discipline in the field. If any player found arguing with the umpire then the team will be penalized based on referee's decision.
19. Batsmen cannot retire in between the overs. After the end of an over he can retire. The retired batsmen are allowed to bat after their team's ninth wicket is down. In case if the player is injured in the field, the umpire's decision shall be applicable.
20. Only the 12th player is allowed to get drinks on field. In case if their 12th player is not available then they can ask committee and can bring outer player as 12th player provided that the outside player is not allowed to field. He can only serve water, drinks etc .,
21. Bonus Points 30% Rule:
To receive bonus points the winning team has to win by a margin to more than 30%, the losing team needs to lose by a margin of less than 30%. Therefore only one team can get the 2 bonus points on offer.
Example:
If Team "A" bats first and score 100. They then bowl Team B out for 69, Team A receives the bonus points.
If Team A bats first and score 100. Team B then scores 101, before 10.2 overs are COMPLETED in the innings; Team B receives the bonus points. So to clarify ... the score needs to be chased down before the 63rd official ball is bowled in the innings. If the score is chased down in 62 balls then you get the bonus points. I the score is chased down on the 63rd ball then you do not get the bonus points.
22. No player should approach committee or umpire or referee for any kind of discussion or clarifications, the team’s captain has to approach the committee or umpire or referee for any sort of clarifications. It is captain’s responsibility to take care of their players and in case if any player found discussing with the umpire/ committee/ referee, strict action will be taken as per committee’s decision.
23. In a team if any player is injured or is absent prior to start of the match, the committee will provide sub player for the particular match.
24. During the innings, if a bowler bowls 3 wides continuously, the caption reserves right to change the bowler & continue the over.
25. Captains can only attend in meeting with committee. If captain is not available the sponsors can attend.
26. All the match related issues will be discussed with captain only (on the field). Committee will not interfere in the teams matter. If the captain is having any issues regarding the player’s. he can complaint to the committee in written form. Then the committee will discuss on that matter.
27. No reschedule matches will be played in alternative days for league matches.
28. The stand-by players must register their names with JPL committee. Only register players are eligible to play as a stand-by player in JPL matches. Non register players are not allowed to play.
29. The stand-by players we provided to the teams with chit basis (if available). If stand-by players are not available the teams have to play with their available player’s only. No outer players are allowed to play who are not registered.
30. Those who are played in JPL-11 (Juniors) in 2022 are not eligible as a stand-by player in this JPL (Seniors) 2023.
31. If any player (or) committee member found to be drunken alcohol, the committee will take spot decision on the ground and the player will be suspend for that match. The committee member also been suspend further matter.
32. Three players will be given as bi-runners for every match.
33. If a batsman takes a bi-runner for him, then such batsman cannot goes as a bi-runner to the other players.
34. Only two players will be given to each team as a stand-by player. Stand-by player can bowl, but and can be a wicket keeper. He has all equalities of a regular player.
Umpire will decide a substitute for a player if he is injured or not. On field the player has to take permission of the umpire while leaving the field.
All the ICC rules will be followed on the field.
35.A Batsmen can retire only once
36.If a fielder is out of the field for a number of overs till the end of innings,he will come to bat after that number of overs only.
37.Playing Xl team must and should be field in the ground of power play overs and innings last over.In injured cases umpires decision will be final
