PLAYING CONDITIONS
1. Laws of Cricket
Except as varied hereunder, the MCC Laws of Cricket (2017 Code) 2nd Edition-2019 along with standard 20/20 BCCI Match Playing Condition will be in force throughout the tournament.
2. Tournament Format
All the Matches will be played on Turf Wickets in knock out basis as per the fixture. All the teams have been divided in to four groups. Group-A, B,C and D .One team from each group will qualify for Semifinal. Winner of Group A will play against Winner of Group-C and Winner of Group-B will play against Winner of Group-D. There will be a match between looser of Semifinals to decide 3rd and 4th place.
3. Duration of Matches
The teams have to bowl 20 overs in 85 minutes without any drinks break, water can be taken at fall of wickets or during any interruption. (However in extreme condition one drinks break at 45 minutes/ 10 overs will be allowed). For any interruption reduction of overs the time shall be calculated as per 4.25 min per over with a provision of maximum 30 minutes of extension. The umpires are authorized to reschedule the total playing hours, if needed.
Normal schedule hour (subject to changes) will be
DAY MATCH
Ist Match-7.00 AM to 8.25 AM (08.25 AM to 8.45 AM -Break) 8.45 AM to 10.10 AM
2nd Match-1.50 pm to 3.15 PM (3.15 PM to 3.35 PM –Break) 3.35 PM TO 5.00 PM
However, the normal playing hours can be rearranged by umpires in consultation with the local organizing body. In case of any delay in Ist innings bowling, the interval will not be less than 10 mimutes
4. Length of Innings
(a) Each team shall bat for 20 overs unless all out earlier. A minimum of 5 overs a side will constitute a match.
(b) If the team fielding first fails to bowl the required number of overs by the scheduled time for cessation of the first innings, play shall continue until the required number of overs has been bowled. However, the overs (complete overs) bowled after the scheduled or rescheduled cessation of time for the innings plus any allowances ( as per rule ) will be considered as POWER PLAY overs and only two fielders will be allowed outside 30 yard circle.
5. Restriction of the placement of fieldsman
(a) There may not be more than 5 fieldsmen on the leg-side at the instant of delivery. (b) The 30 yards rule as given below will be in force during the tournament
(i) During Field Restriction Overs a maximum of 2 fieldsmen will be permitted outside the 30 yard circle at the instant of delivery. At the start ( 20 overs) the first six(6) overs is called power play overs.
(ii) During Non-Power play overs Throughout the match a maximum of 5 fieldsmen will be permitted outside the 30 yards circle at the instant of delivery.
(c) In the event of the total number of overs are reduced then the field restriction overs will reduce as per the table given below.

In the event of an infringement of any of the above fielding restrictions, the striker’s end umpires shall call and signal “No-Ball”
6. Number of overs per bowler
No bowler is allowed to bowl more than 1/5th of the total quota of overs to be bowled by the team unless otherwise adjusted by the umpires. If the total over is not divisible by 5
then one additional over shall be allowed to the maximum number of bowlers to make up the balance. In case of the match reduced to less than 10 overs then each bowlers can bowl a maximum 2 overs.
7. No-ball
(a) A fast short-pitched delivery is defined as a ball after pitching passes or would have passed above the shoulder height of the striker standing up right at the crease . The bowler shall be permitted one fast short-pitched delivery per over.The umpire shall such balls to bowler and batsman at the crease during the over. On delivering second such delivery during the over, the bowler’s end umpire shall call and signal NO-BALL with a differential signal of tapping the head with other hand along with normal No-Ball signal. Caution, Final warning and withdrawal of bowler procedure shall be followed for this type of No-Balls.
If the wicket at bowler’s end is being broken by the bowler (except bowler trying to run out the non-striker) in his run up and the ball is delivered the bowler’s end umpire shall call and signal “No-Ball”
(b)The bowler may not deliver the ball underarm. If a bowler bowls a ball underarm the umpire shall call and signal “No Ball” followed by dead ball, and the ball is to be re-bowled overarm.
(c) If the ball pitches outside the pitch (in width manner) will be declared as NO BALL.
8. Penalty for No Ball ( Free Hit )
In addition to the above, the delivery following a no ball called (for all modes of No ball) shall be free hit for whichever batsman is facing it. If the delivery for a free hit is not a legitimate delivery (any kind of no ball or a wide ball), then the next delivery will become a free hit for whichever batsman is facing it.
For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball, even if the delivery for free hit was called a wide ball. Field changes are not permitted for free hit deliveries unless
a. There is a change of striker (the provision at clause 5 shall apply) or
b. The No Ball was the result of a fielding restriction breach, in which case the field may be changed to the extent of correcting the breach.
The umpires will signal a free hit (after the normal No Ball signal) by extending one arm straight upward and moving it in a circular motion.
9. Wide Ball
Any off side or leg side delivery, which in opinion of the umpire does not give the batsman a reasonable opportunity to score, shall be called wide. If bowlers repeated pitches outside the pitch to change the condition of the ball, shall be liable to penalized under changing the condition of ball.
10. The Result.
(a) A result can be achieved only if both the teams have batted for at least 5 overs unless one team has been all out in less than 5 overs or the team batting second scores enough runs to win in less than 5 overs.
(b) In matches in which both the teams have had the opportunity of batting for the agreed number of overs (not being all out or achieved the target in less number of overs) the team scoring the higher number of runs shall be the winner. If the scores are equal, then it will be tie and the procedure of clause 10(d) will be applied to find a winner.
(c) If the innings of the team batting second is delayed or interrupted and the team not able to receive its full quota of overs, the target score shall be calculated as per D/L method. For all interruption D/L method will be enforced throughout the tournament.
(d) In the event of (i) any one or both the team have not had the opportunity to bat for 5 overs before a result is achieved or, (ii) match being abandoned without a ball being bowled or, (iii) a tie, the following super over procedure may be followed to find a winner provided the ground, light and pitch condition is suitable for the same.
Otherwise the winner will be decided by the spin of coin in the presence of the umpires.
The following procedure shall apply for Super Over
a) Subject to whether conditions the Super Over will be start as per the umpires discretion. Usually within ten minutes after the conclusion of the match.
b) The umpires shall stand at the same end as that in which they finished the match.
c) The team batting second shall bat first in the super over.
d) In both the innings of the super over the team bowling will choose to start from which end.
e) Only nominated players in the match may participate in the Super Over. Any penalty time being served in the match shall be carried forwarded to the Super Over.
f) The super Over will be played without any power play restriction.
g) The same balls will be used for Super Over.
h) The loss of two wickets in the overs shall be considered the end of teams one over innings.
i) If the scores remain same in Super over then the team whose batmen hits the most numbers of boundaries (4 6) combined from its two innings in both the match and super over shall be the winner.
j) If it remains same the the team whose batsmen hits most numbers of boundaries ( 4 6) in the innings of main match ( ignoring super over ) shall be the winner.
k) If it remains still same then count -back from the final ball of the super over shall be counted. The team with the higher scoring delivery shall be the winner. If a team loses its two wickets then the undelivered balls will be counted as dot balls.
l) If it remains same then the decisions of tournament committee / umpires are binding on the teams.
11. Special Covid-19 protocol.
i) Umpires will not hold any clothing or equipment of the players
ii) No saliva should be used on the balls .If the umpires found someone using saliva, then in first instance umpires will issue warning and summoned to fielding captain, If it is found in the second instances then summon the captain of fielding side and issue the second and final warning to the fielding captain.
iii) If it is the third and subsequent instance, if the players is a bowler then umpire shall suspend the bowler and he shall not be bowled in that particular innings.
iv)If the player who has applied saliva is a fielder then immediately he should be removed from the field without allowing any substitutes in that particular innings.
v) The ball shall not be changed but umpires shall wipe the ball with an appropriate cloth.
12. New Laws and Changes to apply:-
CHANGES IN PLAYING CONDITION IN ACCORDANCE WITH MCC LAW CHANGES 2022:
1. Clause 18.11 : Batter returning to original end
When the striker is dismissed in any of the following circumstances then not out batter shall return to his original end.
(a) Bowled (b) Stumped (c) Hit the ball twice (d) LBW (e) Hit wicket (f) Caught
(g) Obstructing the field, where the obstruction or distraction prevents the striker being out Caught.
2. Clause 20.4: Umpire calling and signaling Dead Ball
Clause 20.4.2.9: the bowler throws the ball towards the striker’s end before entering his delivery stride.
3. Clause 21.4: Bowler throwing towards striker’s end before delivery If the bowler throws the ball towards the striker’s end before entering the delivery stride, it is not a No ball and the procedure stated in 21.3 shall not apply. However, the umpire shall call and signal Dead ball under Law 20.4.2.9.
12. DECLARATION, ELIGIBILITY & OTHER REGULATIONS:
1. In case no play is possible or no result is achieved in the scheduled day, then the decision of committee will be final.
2. In case of any dispute or unforeseen event not mentioned in this playing condition the decision taken by the umpires and the tournament committee shall be final.
3. Any indiscipline created by player or support staff including misbehaving to match officials violating the general code of conducts will be severely dealt with by the Committee.
