RULES AND REGULATION

Cricket Blast - 2017

It is a limited over’s cricket tournament featuring 25 over an inning.

1.      There are 21 (twenty-One) contesting teams drawn in Three Pools of 7 (Seven) teams each.

2.      Pool games shall be played on Round Robin League Basis. 

3.      The Points System for league matches is as under-

         Win                  =          4 Points

         Tie/Draw          =          2 Points

         Loss           =          No Point

4.      Bonus point: - There is one Bonus point awardable to winning team in case the margin of victory is either by 60 runs or 7 or more overs to spare. Losing team will concede 1 point which shall be deducted from their total points.

5.      In case of a tie match, tie-breaker rules shall be applied to reach a result of the match.

6.      In case of a Tie between two or more teams for purpose of qualifying for Top nine teams &/or round robin matches between third ranking teams of all pools, the winner shall be decided by the following system:-

         -       The team having better Net run rate shall be the winner.

          -       Net run rate shall be decided as under: -

                a)      For First Innings – Total number of runs scored divided by the total number of allotted over’s.

                b)      For Second Innings – Total No. of runs scored divided by the total No. of overs faced (incomplete over to be treated complete over)

                c)      NET RUN RATE to be calculated up to two digits only after the decimal e.g.  4.55

                d)      If still two teams have the same net run rate, then the team who has beaten the other in league game if so played shall qualify.

 

7.      Top Three Teams from each pool will qualify for further stage. From these three teams, top two teams from each pool would directly qualify for quarter final. The Third ranking teams from all pools would play one match with each other on round robin basis. No previous record of league stage of these third ranking teams would be of any consideration.  The top two teams from this round robin matches would qualify for quarter final. Thus eight teams in total would qualify for the quarter finals.

8.      From quarter final stage the tournament shall be played on knockout basis. Draw for contestants shall be conducted by the sports committee (as and when necessary)

9.      The schedule of the tournament shall be notified separately. The dates, teams involved and the games mentioned are unalterable.

10.  In case any game is washed out due to natural factors or reasons beyond the control of the organizers, the match shall be replayed on next available day on first postponed first played basis.

11.  No team can raise any excuse for not playing the shifted match on the next Available /specified reserve day on the ground that some of its team members are unavailable, if the team refuses to play it will forfeit the match and the other side be declared winner with bonus point.

12.  In case, the said shifted match is washed out again due to factors stated above, such a match would be declared as a draw match and both concerned teams shall be awarded 2 points each.

13.  The playing conditions in the ground shall be determined solely by the umpires in consultation with the match Referee/coordinator.

14.  The toss shall be held strictly at the specified time and captains (or any designated team member of the playing team) shall participate. Winning captain shall convey his decision to bat or bow immediately without any consultation.

15.  Both the teams should ensure that the game starts at the specified time. In case of any delay, the umpires shall issue a five minutes warning to the team causing delay.

16.  In case of any further delay; if caused by the batting side, the umpires will start to time-out the batsmen after every 2 minute until both batsman reach the crease. In case the said delay is caused by the fielding side, the umpire will impose a penalty of 5 runs which shall keep increasing @ of 1 run after every 1 minutes of extra time consumed until the first ball is balled.

17.  Minimum 5 (five) bowlers to be used by a team. One bowler shall bowl maximum 1/5th Nos. of overs of the total allotted overs.

18.  Water Break of 3 minutes’ duration after First 12 overs. Only one water break during an innings.

19.  One hundred Twenty (120) Minutes, including water break, to be given to the fielding teams for completing its quota of 25 overs (interruption time or other unavoidable delays such a crowd trouble or any other reasons, shall be excluded). If not completed within given time, Match Referee shall impose penalty of One Run per Minute for the time consumed for completion of remaining overs. Minimum five runs penalty shall be imposed, if the time consumed is less than five minutes.

20.  Penalty of 5 runs to be imposed on the team on use of mobile by any player during the match inside the field.

21.  Ball may be changed after every 8 overs or earlier, if in opinion of the umpires the ball has lost shape, suffered damage, gotten dirty, lost color, or any other reason that umpires deem fit to avoid any undue advantage to either of the two playing teams.

22.  Eleven wickets to fall for completion of one innings or expiry of 25 overs, whichever is earlier.

23.  No last man batting rule.

24.  Rolling substitution to be allowed for fielding and batting with sole discretion of captain. However, not to be used for changing ends of the batsman for the same over. Simultaneously fielding captain cannot change the bowling during the over except in extraordinary circumstances and with consent of the on-field umpires.

25.  For the first 12 overs fielding team shall field with 11 players. After completion of twelve (12) overs fielding side must deploy all the present players of the team as fielders for reaming the thirteen (13) overs. All players beyond 11 players must fileds in the slip position (on either the on or off side of the batsman) within 15 yards’ circle.

26.  For the first 12 overs, the fielding side can only place maximum 5 fielders outside the 15 yard circle. From over 13 to 25th, max 6 players can be placed beyond 15-yard circle.

27.  Every team shall send any four batsmen, from the six batsmen identified by the Sports Committee (from category 5,6 & 7), in start of the batting inning to face maximum 8 balls each, unless out earlier. After facing 8 balls they shall retire from batting and may come again to bat only after the fall of all remaining wickets.  If any such 8-ball player comes to bat before any regular not out batsman of their team, then all such remaining regular batsmen will be considered out.

28.  If a team does not bat out its full quota of overs, it shall be deemed to have consumed its full quota of 25 overs or the allotted overs.

29.  Non-striker batsman can be run out by the bowler during his follow through if found backing out of the crease.

30.  a) In adverse weather conditions the umpire in consultation with the Match Referee can reduce the number of overs for each innings but the same shall not be reduced to below 15 overs per inning. In any case, the said match must start within 2 ½ hours after the scheduled play time, and the given overs are to be completed within the stipulated time. If the delay does not permit time for minimum 15 overs play of each side, then the said match shall be called off, and re-played on a later date as scheduled by the sports committee.

         (b) In case where the match is interrupted due to weather or any other reason after completion of first innings, the team batting second must get a chance to play at least 20 overs innings. In such case the total of team which batted first shall be adjusted as follows: average run rate of first innings x 20 overs. If it is not possible, the match will have called off and replayed on a later scheduled date.

31.  The individual prizes to players for Best Batsman, Best Bowler, Best Wicket-keeper and Best All-rounder shall be determined on the basis of their performance throughout the tournament.

32.  Every no ball shall be followed by a free hit ball.

33.  No batsman shall be given out on a no ball except being run out. In case the batsman is out clean bowled on a delivery called no-ball by the leg umpire due to waist height consideration, such batsman will be considered out.

34.   Balls going down the leg side and above head height shall be called wide.

35.  Only one shoulder height ball is allowed per over. Additional such ball shall be called wide.

36.  A batsman guilty of deliberate padding can be given out LBW by the umpire in his sole discretion as per the situation.

37.  All participating players and Sponsors shall maintain strict discipline and decorum during and after the game. Any misconduct of any kind by any stated persons shall be immediately reported to the Third Umpire by the on-field umpires. The Third Umpire shall gauge the gravity of the misconduct, and in consultation with the disciplinary committee, take any appropriate action that he deems fit in the interest of the game and the tournament. Such an action would be full and final. In case the third umpire feels the need to ask any player to vacate the field and/or leave the ground, he must convey his decision to the concerned Captain/Sponsor, and call in the security to take necessary action. Such a player will remain under suspension and shall not be able to play any match until his case is heard by the Disciplinary Committee and final decision is taken. In case the Disciplinary Committee bars the said player from any further participation in the tournament, the match fees of the said player shall be confiscated and he shall be barred to enter the ground.

Any participating player or spectator, watching the match, shall not disturb the batsman or fielders by hooting or rowdy slogan making.  If he does so, the on-field umpires, in consultation with the third umpire, has the full right to take required action which shall be full and final. If required, such case should then be referred to the Disciplinary Committee and their decision shall be binding.

38.  In case of scores being equal in a game, the result shall be decided by applying the Tie Breaker rule which is as follow: -

         a)     The Tie breaker game shall be a 2 over contest.

         b)    Each captain shall nominate Three Batsman and Two Bowlers from his team to take part in the tie breaker.

         c)     The bats man cannot bowl nor can the bowler bat. Each bowler can send down one over only.

         d)    Whichever team scores the maximum runs in 2 overs shall be declared the winner. However, the innings of the team shall stand closed at fall of the Second Wicket.

         e)     If still both the teams have scored the same No. of runs, the team losing fewer wickets shall be declared the winner. If both the teams have lost same No. of wickets, then the winner will be decided by applying Bowl out rule as per ICC Rules.  If still equal,                   golden chance shall be availed.

39.  Shoot Ball shall be observed by the Umpires in accordance with the rules, and shall be declared as No Ball and a warning shall be given to the bowlers. If a bowler bowls three shoot balls in an inning, he shall be banned to bowl in that match. Decision of the umpire shall be final and any argument by the bowler can invite further penalty of 5 runs on the team by the Umpire.

40.  a) The decision of the field umpires/match referee shall be final. There shall be no appeal against the decision of umpires. However, the umpires can consult each other and match referee and can take help of cameras for stumping, Run out and Hit wicket.

         (b) There shall be four unsuccessful referral chances for each team, out of which two shall be during batting and other Two during fielding.

41.  Any full toss ball above waist height shall be considered as a beamer and thus a No Ball.

42.  Interpretation of the rules by the Rule Framing Committee shall be final & binding.

43.  Decision given by Match Referee after watching the TV camera and consulting the Umpires shall be final and binding.  No further appeal shall be considered.

44.  Any team refusing to continue the play in protest to the umpire’s decision, five (5) minutes warning time shall be given by the Umpires. On expiry of stipulated time, the Umpire shall award the match the other team with a Bonus point.

45.  The Captain of the batting team cannot enter the field during the match without the permission of Umpire otherwise penalty of 5 runs can be imposed on his team.

46.  The player in field, during the match, cannot leave field without informing the Umpire. For any substitute, the Captain shall seek permission of the Umpire.

47.  No individual player shall object or argue with the Umpire. Only the Captain should talk to the Umpires.

48.  In case of disputed catch on boundary. If lineman is deputed, his call shall be final.  Otherwise the call of the fielder shall be final.

49.  In case, during the match, a ball is broken after being hit by a batsman and the ball crosses the boundary line, it shall be given four or six accordingly. In case it remains in field, it shall be declared as dead ball. No run shall be allowed nor the batsman be given out.

50.  RULES FOR PROVIDING A RUNNER.

A runner to an injured Batsman shall be provided on his request to the Umpire and /or Match

Referee.

         (i)     In case a batsman seems to be unfit to run, he can appeal to the Umpire or Match referee to allow a runner. The umpire or match referee, after reviewing the situation can provide Runner to him.

         (ii)   Ordinarily at any Point of time, runner shall not be allowed to Both the Batsman. In case of emergency or extra ordinary circumstances, the Match Referee can consider the request to allow runner at both ends.

         (iii)  A player who is batting with a runner shall not be allowed to bowl beyond the stipulated mark during his innings. If, in any case, he has to bowl, be will bowl without run up.

         (iv)  A batsman, who has played his innings with a runner, cannot be allowed to be a runner to another batsman. A runner, when bats, cannot get a runner for himself.

         (v)   A bowler, who completed his quota of five overs in his innings, cannot get a runner while bating unless injured on field.

         (vi)  Runner cannot guide the batsman. In case of violation, Penalty of 5 runs for each Violation. Umpire can ask the captain to change the runner at any stage at his sole discretion.

         (vii)           The choice for runner shall be made by the fielding Captain/Umpire.

51.     Participating teams may be provided replacement but only in following circumstances:

         i.      If a player is seriously injured and is certified to be incapable of taking further part in the tournament by a competent medical practitioner: or

         ii.      If on account of compelling circumstances player is to go abroad or on account of unavoidable circumstances is incapable of taking further part in the tournament.

         iii.      In every such case application for replacement shall be submitted by the captain of the concerned team well in advance accompanied by duly signed application of the member concerned along with the medical certificate/ concerned travel documents.

         iv.      Replacement shall be given only if substitute player is available. Decision regarding replacement shall be made by the coordinator sports committee. His decision shall be final and cannot be challenged by anybody. There is no guarantee of providing a                        replacement of identical or similar caliber.

52  The Sports Committee reserves the right to change, amend, add, or delete any rule or regulation as it deems fit during the course of this tournament. In case of unforeseen situation or any controversy of any rule, the decision of Sports Committee shall be final and binding.
