PLAYING RULES AND REGULATIONS
Information Memorandum
General Rules:
- The match shall be 10 overs an innings, and only one innings each. Approximate time per innings is 30 minutes (and 3 minutes for changeover).
- There are in total 8 teams who will play 4 games each (opponents selected based on lottery) in league phase and top four team in the league standings will face off in play-offs. So, in total 16 league games will be played and 4 play offs.
- One bowler can bowl maximum of 3 overs, three bowlers will be allowed to bowl a maximum of 2 overs, i.e., a minimum of 5 bowlers will be required to bowl from each team.
- All bowlers need to bowl over arm, i.e., chucking actions/throw/underarm bowling will not be accepted. Umpire’s decision on the bowling action will be final.
- All the 11 players in the squad will be playing each match, however, at any time not more than 10 players can field or bat or bowl. An innings will be considered closed at the fall of 9 wickets. There is no last man batting. This is pertinent to note in case any team is playing with less than 10 batters then innings will close earlier.
- There will be compulsory change of fielder mid innings (after 5 overs) so that all 11 players can contribute. In case 11th player is not available due to injury or any other reason, then this rule will not be applicable.
- Super Overs: The first two overs of each innings will be considered super-overs.
- Runs scored by bat in first over will be doubled. However, runs scored in the second over will not be doubled.
- Each team needs to nominate 4 players for this over. The not out players (after the completion of these two super overs) are mandatorily retired out after the super overs and can bat only after the fall of 5 wickets starting 3rd over of the innings.
This initiative is to ensure participation of all players in the squad thereby promoting inclusive culture.
For clarification, first 2 overs of the game will be called “power play 1” and next phase of 8 overs will be called “power play 2”.
- If the 3 wickets fell before completion of the power play 1, then rest of the balls will be added in power play 2. For eg- if Team A loses 3 wickets in 1.2 overs, power play 2 phase will have 8.4 overs.
- The four names of both sides to be declared before start of the match
- If out of 4, any batsman do not get a chance to bat in the power play 1, then he will be allowed to bat any position in power play 2
- All players will be requested to abide by Umpires decision which shall be final and binding.
- All teams will be requested to strictly adhere to the match timings, which will be informed by the organizers before the start of the tournament. In case of delay of more than 15 min from the scheduled start time, it shall be considered a walk over to the full team present at the time of the match.
- Physical violence is strictly prohibited; any team or team player involved shall be disqualified from the tournament with immediate effect.
- If the non-striker batsman leaves his position before delivery, then the bowler can run him out following the general rules of Cricket or in the first instance Umpire can warn him.
- Drink break of 3-4 mins is allowed after 4 overs each innings. We will arrange drinks trolley (water/energy drink).
- Matches will be played with headley balls (provided by organizers). Every innings will start with a brand new headley ball.
- For decisions relating to clean catches/ run outs, as we do not have any technology to check, umpire’s decision will be considered final in this matter. Spectators or team players/captains/owners are requested not to indulge or put any kind of pressure on umpires.
- Runner not allowed in any condition. If any player is injured or dehydrated or has any other medical condition and can’t continue batting, he will be declared retired out and can’t participate any further as batsman in that innings. The batsman needs to inform umpires before retiring out. The team captain or management cannot participate in this decision making.
- If there is injury to more than one player in a team during the match or the tournament, then unfortunately the team shall play with the balance player remaining. The rule is mutually applicable to all teams in all fairness. No new player post start of the first match of the tournament will be allowed to participate in ANY TEAM.
- Any full toss delivery above waist height is a ‘no ball’. One bouncer per over is allowed between shoulder and head.
- No balls will not be counted and will carry one run each.
- Free hit will follow no balls
- Wides will carry 4 run each and balls will be counted. However, last over of each innings, the same will carry 1 run and ball will not be counted.
- Byes and over-throws allowed as per scoring rules of the tournament.
- To ensure correct scoring, one player or supporter from each team should sit with the scorer during the match. No last wicket batting allowed.
- Toss will be done 30 mins before the scheduled game time.
- All teams are requested to bring their own bats.
- In case time is lost due to rain or any other reasons during the tournament days, we will try and manage the remaining matches with revised schedule and overs. Sole discretion for such decision lies with organisers (i.e, ECYC).
Scoring and Fielding Rules: (Refer Appendix A for playing arena)
- Maximum of 5 players including bowler are allowed to be behind the half-way mark (divider) at the non-striker end. A no ball will be called if field restrictions are not met.
Alternatively more than 5 players (including wicket keeper) can be placed before the half-way mark.
- If the ball hits the net (side net or top net or behind net including poles) and then a fielder catches the ball it shall be counted as out. However, if the ball hits straight boundary net, then it cannot be considered OUT.
- If the fielder catches the ball (as long as it has not touched the ground) and any part of the body touches any net it will be declared OUT. This includes balls touching nets multiple times before being caught by fielder. Also includes where ball spills out of fielder’s hand, touches any net (other than boundary net) and then again caught by fielder.
- No runs on leg byes. The ball becomes dead as soon as ball it touches any body parts other than lower arms or bat and no run will be allowed although the ball will be counted.
- Ball hitting the nets on either side before the middle line as illustrated in the diagram (appendix A below) shall give batsman additional 1 runs along with the runs scored while running between the wickets.
- Ball hitting the nets on either side after the middle line as illustrated in the diagram (appendix A below) shall give batsman additional 2 runs along with the runs scored while running between the wickets.
- If the ball hits the nets after middle line and then touches boundary rope, then 6 runs will be counted i.e 2 plus 4 runs.
- Also note that bonus runs on account of hitting side nets (other than for boundary nets) will be counted only once i.e., first point of contact with any of the side nets. To elaborate, if the ball hits side nets with bonus run 1 and while fielding it again touches the same or any other net, no further bonus runs will be awarded unless it is an over-throw or it touches boundary nets.
- In case of overthrows, if the ball touches any net, then the bonus runs associated with that net will be counted to team total. However, such bonus runs (by touching nets) will be counted based on 1st overthrow. Bonus runs awarded for touching nets for all subsequent overthrows will not be counted.
- Cricket rules also state that once a 4 or 6 has been scored any runs physically ran by the batsman are null & void. They will only obtain the 4 or 6 runs.
- A bowler has to inform umpire before starting the over about which side or changing sides during the over or else it will be called no ball. No such penalty for change in wicket keeper or field positions.
- A "No Ball" can be declared for many reasons as explained above. The batsman can hit a no ball and score runs off it but cannot be out from a no ball except if they are ran out or stumped out. The batsman gains any runs scored off the no ball for his shot while the team also gains one run for the no ball itself.
** In the event of unusual circumstance or confusion, management decision in consultation with umpires shall be the final binding.
Dismissal: No LBW rules applicable. All other normal cricketing dismissals applicable.
Penalties:
- A Player is deemed to be absent if he has not joined the game before the third over of the first innings irrespective of whether his side is batting or fielding.
- Less than six players from either the batting or bowling side will result in a walk over.
- If a team fails to report to the match officials within 5 minutes of the scheduled match timing, penalty for 1 run for each minute up to additional 20 minutes and then a walk over will be awarded to the opponent team.
- Any on field problems, queries should be initiated by the captain to the umpires on a one-to-one basis. Umpires and organizers decision would be final.
- The umpire’s decision is final on the field. Any swearing, arguing with the umpire, undue rough play, overly aggressive play, mistreatment of equipment, unduly wasting time will incur a penalty (the severity of which is solely at the discretion of the umpire) of six or multiple of six runs.
- If the match umpires report rude behavior of any player, then he can be banned from playing from the entire tournament or next match. Umpires decision in this regard is final.
- No team owner / players can speak or indulge in any discussions with the umpires during the match. Only captains can talk or appeal with the umpires during the match. of former, depending upon the severity of the situation (which is solely at solely at the discretion of the umpire) a penalty may be levied by umpires of six or multiple of six runs.
Points scoring:
- Scoring will be done via EPL app. Even the table standings will be determined by the app itself. Schedule of matches will be published one week prior to the tournament.
- In case of tie, winner to be decided based on super over. In case, super over is also tied, points will be shared. However, in case of play-offs, super overs will continue until winner is decided.
- Top four (decided on basis of highest points or where points are same, based on NRR (calculated automatically in the EPL scoring app)) will reach play offs.
- MOM for each match is decided by EPL app itself based on built-in algorithm for most valuable player.
Advisory:
- We expect the team owners / players will maintain the highest level of spirit throughout the tournament. Further it is requested to all the team members (owners/ players/supporters) to refrain themselves from making any remarks which may hurt the sentiments of the fellow residents.
- We will not take any responsibility of betting during the tournament and it is advisable to refrain oneself from these activities.
- All team members should ensure and maintain COVID related guidelines issued by our Government from time to time. Masks and sanitizers will be made available at registration desk.
Kindly read the above rules and regulations carefully. The same will be signed off by all the team captains and given to the umpires.
