1. Important Points:
a) Participating player shall be IPA Member and shall have valid ID card / proof of the membership
b) Each team shall nominate 16 players
c) Each innings in league rounds will be of 10 overs and final match will be of 14 overs
2. General Points:
a) All teams are requested to wear T-shirt and cap provided by the respective team sponsor. Organizers and all players should wear the same
b) No spiked shoes shall be allowed
c) Bowling will be with tennis balls which will be provided by organizers
d) Batting and bowling will be from both ends
e) The pitch distance between stumps will be approx. 22yards
f) The list of the playing 11 out of the 16 permitted will be handed over to the scorer with a minimum lead time of 15 minutes before the start of each match g) Batting team players will sit in the player’s enclosure. Only one person per team will coordinate with scorer and commentator. Name of Coordinator to be announced with final playing eleven
h) It is suggested that the organizer be given a list of characteristics/ behavior / typical habits /other interesting facts of each individual team member in order to try and create a fun filled atmosphere
i) Each playing side can have their own cheerleaders (needn’t be girls) over and above the 16 members in the team. They must not be scantily dressed. However fancy attire like dressed up like cartoon characters, animals, joker, etc is allowed, if so desired. They can even wear their own team t-shirts if they so desire
j) Each team will bat for the full 10 overs unless all out earlier. No side can declare the innings
k) The Pitch will be cemented
l) Once the Team Members Names are submitted it cannot be changed or modified. No replacements shall be allowed.
m) First three overs will be mandatory power play with field restrictions (only 3 Players will be allowed outside 30-yard circle)
n) Only Captain from the team is allowed to raise any objection, if any player found objecting or arguing with the organizer, umpire or sponsor, the entire team will be disqualified.
3. THE STORM OVER:
a) It is a non-compulsive over called for by Captain of the batting side prior to the start of the over. It can be taken from 4th to the 8th over (5th to 10th over for finals) during the innings. All umpires/scorers are to be informed of the same prior to its start and will b e announced prior to the bowler bowling the first ball to the batsman. (Only one over will be STORM OVER).
b) For STORM OVER no changes of the field can take place once the first ball is bowled throughout the over.
c) STORM OVER cannot be availed while (power play) field restrictions are on. i.e. only after first 3 overs during league matches and 4 overs during finals, it can be availed
d) In this over, all runs scored off the bat or extras (in all forms) are doubled. The runs of a noballs and wide balls are also doubled.
e) For fall of a wicket during STORM OVER,
5 runs will be deducted from the total runs for loss of each wicket 4. Tournament a) League matches will be played among all four teams. Two teams who are at the top of point table will play final match. b) Each Match will be of 2 hours and each team will get 1 hour for Bowling 10 overs c) Detailed Rules shall be given to each team for acceptance and confirmation d) 2 league matches for each team e) 2 teams will get qualified for the finals depending on their overall performance as per point table f) Winner team shall get two points and looser team will get zero points g) In case of an abandoned match, each team will get 1 point each h) In case of a Tie, a super over shall be played as per ICC rules i) If 2 teams have same points, then NRR (Net Run Rate) will be considered to qualify for final. (* NRR AS PER CRICHEROES CALCULATION) 5. IPAAC Cricket Fiesta 2019 tournament format is similar to T20 over’s cricket in that it involves two teams, each with a single innings, the key difference being each team bats for a maximum of 10 overs. All rules for this tournament, with the exception on the format and the number of overs (10 in this case for league matches and 14 overs for final match and other minor changes as explained further on). All rules applicable in regular ICC T20 cricket shall be applicable except the changes as explained further on.
7. In terms of visual format, the batting team members do not arrive from and depart to traditional dressing rooms, but come and go from a designated players area.-The Laws of cricket apply to this tournament with some exceptions are: 8. The toss: a) The captains shall toss for the choice of innings, on the field of play and in the presence of the umpire who shall supervise the toss. b) The toss shall take place not earlier than 30 minutes and not later than 15 minutes before the scheduled or any re-scheduled time for the match to start. 9. Only Two bowlers can bowl a maximum of 3 overs in an innings of league match and 4 overs in final match. 10. In the event bowler injured and being unable to complete an over, the remaining balls will be allowed by another bowler. Such part of an over will count as full over only in so far as each bowler’s limit is concerned. 11. There will be power play for the first three overs (4 overs in finals) and there will one STORM OVER. 12. POWER PLAY Fielding restriction will be imposed, equally to all the teams, such as a minimum number of fielders at all time (including the wicket keeper and bowler) to be inside the inner demarcated area. The first 3 overs (4 overs for finals) of an innings will be a mandatory power play, with only three fielders allowed outside the 30-yard circle. Beginning with the 4th over (5th over for finals) no more than five fielders will be allowed outside the 30-yard circle. 13. For league match each bowling team is entitled to a max of 60 minutes in which they must bowl their stipulated 10 overs. In the event of less overs being bowled the batting side shall be awarded 15 penalty runs per over less bowled. However, the fielding side will still have to complete its stipulated 10 overs unless the opposite team is bowled out before the same. For example - 9th over is bowled in 60 minutes, the batting side will be awarded 15 extra runs in addition to the number of runs they manage to score in the 10th over. This would apply to the team whether bowling first or second. The over which begins even in the 59th minute of playing time shall be considered as a valid over in the above system of penalty calculation and there will be no penalty levied for the same. 14. For final match each bowling team is entitled to a max of 75 minutes (including one 5 min. drinks break) in which they must bowl their stipulated 14 overs. In the event of less overs being bowled the batting side shall be awarded 15 penalty runs per over less bowled. However, the fielding side will still have to complete its stipulated 14 overs unless the opposite team is bowled out before the same. For example - 13th over is bowled in 60 minutes, the batting side will be awarded 15 extra runs in addition to the number of runs they manage to score in the 14th over. This would apply to the team whether bowling first or second. The over which begins even in the 74th minute of playing time shall be considered as a valid over in the above system of penalty calculation and there will be no penalty levied for the same.
15. IPAAC Organizing Committee members comprising of Mr. Shital Shah, Mr. Dipen Mehta and Mr. Ketan Parikh and Team of Umpires will be the final authority to impose this penalty. 16. The umpire may add extra time to the stipulated 60/75 minutes if they believe the batting team is wasting time. The batting team will have its score reduced by 15 runs per 4 minutes of delay. The umpires will impose these penalties, which will be final upholding keeping the spirit of the game, in a fair manner. 17. Every team is required to report a minimum of 30 minutes prior to its playing schedule as per the time sheet. Any team starting their innings late will automatically forfeit runs as explained above. A walkover also can be awarded if all the team members do not show up in time. 18. If the side batting first is dismissed in less than scheduled or rescheduled number of overs, the team batting second shall be entitled to bat for their full scheduled number of overs unless a result is obtained earlier. 19. If any team does not take its position on the field within ten minutes of the match being announced, a walk over will be handed over to the other team in place. 20. Win or Loss: a) The result of a match is a "win" when one side scores more runs than the opposing side after both the teams have batted. b) The side scoring more runs has "won" the game and the side scoring fewer has "lost” c) If any match is tied or there is no result, then a super over will be played as per ICC rules. If still there is a tie after the super over, then there will be a bowl out. In a bowl out each team will nominate five bowlers and they will bowl one ball each to the three stumps. The team hitting the wickets and thereby dislodging the bails for the maximum of the five balls will be the declared victors. If there is still a tie, then number of wickets fallen shall determine the winner and still if there is a tie, then a toss of a coin will decide the winner. 21. To constitute a match, a minimum of 5 overs have to be bowled to the side batting second, subject to the innings not being completed earlier. In a delay or interrupted match where the overs are reduced for both the teams no bowler may bowl more than 1/5 th the total allotted overs, provided a minimum of 4 bowlers bowl. Where the allotted overs are not divisible by 5, one additional over shall be allowed to the maximum number per bowler necessary to make up to balance. 22. For delay or interruption to the innings of the team batting first, when playing time is lost revised number of overs to be bowled shall be calculated at 5 minutes per over in the balance time available for play. The revision of overs shall ensure that both teams have the opportunity of batting for the same number of overs.
23. Any bowler found “chucking” during the over will be warned once and the Captain informed of the same. A repeat of the incident will lead to his over being terminated. Another bowler of the team can continue the over provided his stipulated number of overs has not been completed. The terminated bowler will not be allowed to bowl in the tournament. 24. One drinks intervals of 5 min shall be given in between each innings of each matches. No other drinks break will be allowed on the field without the permission of the umpires. An individual player may be given a drink either on boundary edge or at the fall of a wicket on the field, provided that no playing time is wasted. Any player taking drinks on to the field shall be dressed in team T-shirt. 25. For entire tournament Umpires’ decision shall be considered as a final and no dispute shall be entertained. If any player or team disrespect Umpires’ shall be disqualified with the immediate effect. 26. Scoring: a) Batsmen are not required to change ends after the over is completed as batting is from both sides. b) Scoring is of the conventional method with the standard boundaries all around for scoring. c) Runs awarded for wide and no balls shall be 1 run per such ball, with the free hit rule in place for no balls. The wide/no ball will not be counted in the six balls per over count. d) Besides the normal no ball, a no ball will be given to the bowler if the ball is pitched and bounces above the shoulder. A full toss above the waist is also a no ball. All no balls will give the batsman a free hit. 27. For any free hit, the striker can be out or dismissed under the circumstances that apply to a no ball even if the free hit delivery is called a wide ball. No field changes are allowed during the free hit unless there is a change of striker. 28. Any ball bowled under arm shall be considered a no ball. 29. A dead ball can be called when the ball becomes lodged in the batsman's clothing or equipment, or when the ball is (or is about to be) bowled when the batsman is not yet ready, or when a bowler aborts his run up without making a delivery, or when the batsmen attempt to run legbyes after the ball has struck the batsman's body, but is deemed to have not offered a shot 30. During bowling your arm must be completely straight, zero degrees of bending is allowed, any noticeable bending of the arm will result in being called a 'no ball' and three or most of such deliveries will result in loss of bowling privilege. 31. Any ball hit outside the demarcated playing area shall get the mentioned runs as above. However to save time the umpires can change to a different ball immediately to carry on with the play. As this is a tennis ball event the character of the replaced ball may not necessarily match that of the lost or to be replaced ball. 32. The Ball may be replaced with the new one if either the batsmen or fielding captain raise the matter with the umpires, where the umpires take the decision of replacement.
33. By-runners will be allowed if the player is injured and the umpires / organizers informed before the start of the innings. During the innings the umpires will decide the by-runner status. 34. Fielders can be rotated at the end of the over with the replacements also included on the team list at the start of the match and listed. Rotations can start only after the 3rd over. Replacement fielders cannot bowl/bat and are only on the field to field. 35. All teams will maintain their scores along with the official scorer and at the end of the innings sign and confirm the innings total, which will be final. A representative of the sides playing will be positioned with the scoring umpires. The umpires shall be the sole judges of granted weather and light. 36. Start of the Tournament: a) It is confirmed that the Tournament shall take place as per the designated scheduled Informed by the organizers. b) Final team lists have to be submitted to the organizers latest within one day prior to tournament by email. All team captains with the team list are required to report to the ground 30 minutes prior to commencement of their match and follow the instructions of the organizers. The team list will contain the names of the players showing the initial playing 11 and substitutes. Any team with lesser number of players will be allowed to play after briefing the organizers. 37. Kits and balls to be used: a) Tennis Balls suitable for cricket, such as Headley Tennis Balls (Heavy), will be used for the Tournaments. No other cricketing gear will be provided to the players. b) All tennis balls used will be provided by organizers. If any ball is hit out of play, the umpires will replace it with another ball, thereby keeping the game constantly moving. c) Wicket Keepers will not be allowed to wear / use gloves d) Mangoose / Fiber bats are not allowed e) Other accessories like Helmets / Caps / Pads…etc will not be provided, if batsman requires then shall get their own. 38. The organizers retain the right to change the format for the sake of managing the schedules. In the league matches, the team not playing in the match will automatically be knocked out and the other team will be declared a winner, to progress to the next round. 39. Women can participate and join the team in their matches 40. Any Team which fails to report in scheduled reporting time then other team will be declared winner and progress to next round. All Captains must take their reporting time from Organizers. 41. The organizers shall have power to amend the rules, schedule etc. where it considers it necessary to do so from time to time which power shall include, without limitation, the power to direct that matches shall be moved so as to be played on the same date and at the same time as other matches to ensure that the integrity of the tournament is protected.
42. All decisions regarding the tournament and matches lie finally with the designated representative of the organizers at the venue. 43. Trophies & Medals: A trophy shall be awarded to the overall winner Team and 1st runners up team of the league match. Each 10 over match shall also have a trophy for the man of the match. There shall also be a man of the series trophy at the end of the tournament. a) A trophy for Winner Team b) A trophy for Runners Up Team c) A trophy for the Man of the Match (At the End of Every Match) d) A trophy for Best Bowler of the Series (At the End of Tournament) e) A trophy for Best Batsman of the Series (At the End of Tournament) f) A trophy for Best Fielder of the Series (At the End of Tournament) 44. Man of the Match: In all matches (in case there is no clear man of the match): In case there is no such clear Man of the Match, the best overall performance of any player in the match i.e., batting / bowling / fielding will decide the Man of the Match. 45. Points Award System (as a guideline, in case there is no clear Man of the Match): a) Each wicket taken 10 Points b) Each catch taken 05 Points c) Each stumping 05 Points d) Each caught and bowled 15 Points e) Each Run Scored 01 Point 46. The Over: a) The over shall consist be of 6 legal deliveries being bowled b) Umpire miscounting - whenever possible the scorers will inform the on-field umpires if the over has been miscounted. c) Dead Ball: The state of play in between deliveries, in which batsmen may not score runs or be given out A dead ball can be called when the ball becomes lodged in the batsman's clothing or equipment, or when the ball is (or is about to be) bowled when the batsman is not yet ready, or when a bowler aborts his run up without making a delivery, or when the batsmen attempt to run leg-byes after the ball has struck the batsman's body, but is deemed to have not offered a shot 47. No Ball: An illegal delivery; the batting side is awarded one extra, the bowler must deliver another ball in the over, and the batsman cannot be dismissed by the bowler on a no-ball. Most usually a front- foot no ball, in which the bowler oversteps the popping crease; other reasons include bowling a full toss above waist height, throwing, having more than two fielders (excluding the wicketkeeper) behind square on the leg side, breaking the return crease in the delivery stride, less than four fielders inside the inner circle or bowler knocking the stumps or bail down while in his delivery stride.
48. Mode of Delivery: The bowler may not deliver the ball underarm. If a bowler bowls a ball underarm the umpire shall call and signal no ball, and the ball is to be re-bowled over arm. 49. Free Hit a) In addition to the above, the delivery following a no ball called (all modes of no ball) shall be a free hit for whichever batsman is facing it. If the delivery for the free hit is not a legitimate delivery (any kind of no ball or a wide ball), then the next delivery will become a free hit for whichever batsman is facing it. For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball - run out, handled the ball, hit the ball twice and obstructing the field. b) Field changes are not permitted for free hit deliveries unless: There is a change of striker or If the No Ball was the result of a fielding restriction breach, in which case the field may be changed to the extent of correcting the breach. The umpires will signal a free hit by (after the normal No Ball signal) extending one arm straight upwards and moving it in a circular motion. 50. Fair Delivery: If the bowler’s end umpire is satisfied that any of the above three conditions have not been met, he shall call and signal No ball. 51. Wide Ball: Any offside or leg side delivery which in the opinion of the umpire does not give the batsman a reasonable opportunity to score shall be called a wide. A penalty of one run for a wide shall be scored. This penalty shall stand in addition to any other runs which are scored or awarded. All runs, which are run or result from a wide ball, which is not a no ball, shall be scored wide balls. 52. Timed Out: Time out will apply except that the incoming batsman must be in position to take guard or for his partner to be ready to receive the next ball within 45 seconds of the fall of The incoming batsman is expected to be ready to make his way to the wicket immediately a wicket falls the previous wicket. 53. Hit The Ball Twice: The striker is out Hit the ball twice if, while the ball is in play, it strikes any part of his person or is struck by his bat and, before the ball has been touched by a fielder, he willfully strikes it again with his bat or person, other than a hand not holding the bat, except for the sole purpose of guarding his wicket 54. Obstructing The Field: For the avoidance of doubt, if an umpire feels that a batsman, in running between the wickets, has significantly changed his direction without probable cause and thereby obstructed a fielder’s attempt to affect a run out, the batsman should, on appeal, be given out, obstructing the field. It shall not be relevant whether a run out would have occurred or not. a) The Wicket-Keeper: After the ball comes into play and before it reaches the striker, it is unfair if the wicket-keeper significantly alters his position in relation to the striker’s wicket, except for the following:
b) Movement of a few paces forward for a slower delivery, unless in doing so it brings him within reach of the wicket. c) Lateral movement in response to the direction in which the ball has been delivered. d) Movement in response to the stroke that the striker is playing or that his actions suggest he intends to play. e) In the event of unfair movement by the wicket-keeper, either umpire shall call and signal Dead Ball f) The wicket keeper may wear for protection of his body, a helmet. 55. Run Out: a) Either batsman is out Run out if, at any time while the ball is in play, b) The batsman is out of his ground when the wicket is down c) In case when the bail is down and his wicket is fairly put down by the action of a fielder d) Above rule shall apply even though no ball has been called 56. Stumped, Leg Before Wicket, Hit Wicket, Caught, Handled The Ball Bowled, Appeals, Bye And Leg Bye shall all be as per ICC rules and umpire decision shall be final and abiding to all players. 57.
